Westwood Hills Broom Removal Project – Request for Proposals
Napa County Resource Conservation District (Napa RCD) is soliciting proposals from qualified contractors to implement invasive broom removal and fuel reduction activities at Westwood Hills Park in Napa, California.
The project includes treatment of approximately 41 acres through cutting and piling of invasive broom, pile burning, and follow-up herbicide treatment of broom resprouts and seedlings. The selected contractor will be responsible for providing all necessary labor, equipment, materials, professional oversight, permitting, and other services required to complete the work.

CCNB was at the bid tour. Will they be available to use as a labor force for bidding contractors?

Napa RCD does not object to a contractor proposing CCNB as a subcontractor or labor provider, provided the arrangement complies with all solicitation requirements. However, Napa RCD cannot confirm or guarantee CCNB’s availability. Interested bidders should contact CCNB directly regarding availability and terms.

Information regarding performance, bid, and payment bonds:

Napa RCD will not require a payment bond or performance bond for this contract. Napa RCD’s legal counsel has determined that this vegetation management contract is not a “public works contract” within the meaning of Public Contract Code section 1101. However, the project is considered a “public work” for purposes of California prevailing-wage law under Labor Code section 1720 et seq., because the work qualifies as maintenance. Therefore, all applicable prevailing-wage requirements remain in effect.

Question around needing a C-27 Landscaping Contractor license:

Although a CSLB license may not otherwise be legally required for this particular scope, Napa RCD has included it as a project-specific responsibility qualification. Napa RCD determined that holding an active CSLB contractor license is an appropriate responsibility and risk-management qualification due to the project’s acreage, public accessibility, use of powered equipment, herbicide treatment, pile burning, and associated safety, fire, environmental, and performance risks. CSLB licensure provides independently verifiable qualification requirements, a contractor license bond, regulatory oversight, and an additional mechanism for contractor accountability. Accordingly, Napa RCD will accept an active C-27 Landscaping Contractor license, General Engineering “A” license, or another CSLB classification that Napa RCD determines is reasonably related to the proposed work.
